Peter Thiel, Palantir, and Japan's Digital Infrastructure
Seven Years in the Epstein Federal Files · 1,006 Cameras in Noto · March 2026 at the PM's Residence
Direct contact between Peter Thiel and Jeffrey Epstein is confirmed in EFTA federal documents on at least ten separate occasions spanning 2012 through 2019. During that period, Thiel directly emailed Epstein investment guidance on Palantir. Meanwhile, Palantir — through ISMAP registration — deepened its contracts with Japan's Digital Agency and Ministry of Defense, and served as the data integration platform for disaster victims following the 2024 Noto Peninsula Earthquake. On March 5, 2026, Peter Thiel held a 25-minute meeting with Prime Minister Sanae Takaichi at Japan's Prime Minister's Official Residence.
Prologue: What Happened in the Noto Peninsula Earthquake
— 1,006 Surveillance Cameras, and What Came After
On January 1, 2024, the Noto Peninsula was struck by a magnitude 7.6 earthquake.
Houses collapsed. Roads disappeared. Water stopped. Food did not arrive.
What was the first thing the Japanese government deployed — at public expense, on a large scale — to that disaster zone?
Surveillance cameras.
The Record of Facts
The Noto Peninsula Earthquake struck. Maximum seismic intensity: 7. Total dead and missing ultimately reached 594 (including 364 disaster-related deaths) — per the Cabinet Office Disaster Prevention White Paper, FY2025, as of . Centered on Wajima City and Suzu City: building collapses, road severance, complete loss of utilities.
National Public Safety Commission Chairman Yoshifumi Matsumura held a press conference, announcing the deployment of police-owned cameras to the disaster zone.
The National Police Agency (NPA) announced the operational launch of 50 security cameras at evacuation shelters and street locations across three cities and four towns including Wajima and Suzu. (Source: Nikkei Shimbun, )
The NPA formally announced a plan to install approximately 1,000 cameras. Funding: ¥135 million in newly appropriated FY2023 general account reserve funds, plus existing budget. Palantir Foundry's Involvement — "Victim 360"
At the Digital Agency's initiative, the "Disaster DX Public-Private Collaboration Council" was established. Palantir Technologies Japan (a joint venture between Palantir and SOMPO) and NTT East were tasked with constructing a disaster victim database.

Are the Camera Feeds Connected to Foundry?
- The NPA's 1,006 cameras were operational
- Palantir Foundry was actively serving as the data integration platform for Noto disaster victims
- Foundry has the capability to integrate unstructured data — including documents, images, and video — with structured data (per Palantir S-1)
- The platform has features enabling manipulation of "currently and previously recorded data" (ibid.)
No official documents establishing that NPA camera footage was directly integrated into Foundry have been made public. Nevertheless, the fact that 1,006 nationally funded cameras and Palantir's victim data integration system were operating in parallel within the same disaster zone is established — and the question of whether technical integration occurred deserves serious scrutiny.
Were They Removed? — The Problem of "Still Operational"
As of , more than a year after installation was completed (), no official announcement confirming removal of these cameras has been identified. The removal timeline, removal criteria, and subsequent storage and management of footage have not been officially disclosed.
Infrastructure installed under emergency conditions remains in place after the emergency ends. This is a pattern that has repeated itself globally. The most well-known example is the NSA's mass surveillance introduced in the United States as a "temporary emergency measure" after 9/11 — and never dismantled.

A Question That Deserves a Direct Answer
A magnitude 7 earthquake struck. Disaster zones had no water and no food. What the government then deployed — at national expense, for the first time, at scale — was not relief supplies. It was 1,006 surveillance cameras.
The number of opportunistic crimes confirmed in the disaster zone as of 5:00 PM on January 24 — the day before the announcement — was 32 cases. (Source: Kyodo News, . The count later rose to 58 by March.)
32 crimes. 1,006 cameras. ¥135 million in reserve funds.
And at the same time, Palantir's system — quietly integrating disaster victims' movements, locations, demographics, and support histories in real time, linked to Suica data — was running.
The company that built this system — its key figure's name appears, repeatedly over seven years, in the Epstein federal files.
Part I: The Origins of Peter Thiel and Palantir
Peter Thiel, together with Alex Karp, Joe Lonsdale, and Stephen Cohen, co-founded Palantir Technologies (headquartered in Palo Alto, California). A portion of the initial funding came from In-Q-Tel, the CIA-affiliated venture capital firm — confirmed through multiple press reports and SEC filings.

Major customers reported over the years include the U.S. Department of Defense (DoD), the National Security Agency (NSA), Immigration and Customs Enforcement (ICE), and the Israeli military. Epstein federal document EFTA00874225 references Palantir as a data analytics service provider to the DoD, noting: "founded 2004, funded by Peter Thiel (German-American investor)."

In an email referring a job candidate to a third party, Epstein writes "Palantir (Peter Thiel's)" — explicitly naming Palantir as an option. Recipients include Darren Indyke (Epstein's legal counsel).

An email with Ehud Barak (former Prime Minister of Israel) cc'd reads: "I want to connect Carbyne founder Amir Elichai to Thiel's Founders Fund. Connected through Peter Thiel's route (via Founders Forum). Would appreciate a word from Epstein." Carbyne is an Israeli Emergency Response Platform (emergency call and surveillance technology) company.
Ehud Barak (former Israeli PM) requested Epstein's facilitation in connecting Israeli surveillance tech company Carbyne to Thiel's Founders Fund — documented in federal files.

Epstein and Richard Kahn (HBRK Associates) exchange emails sharing press coverage speculating on a Palantir IPO. Kahn sends Epstein a Palantir stock custody document (Palantir.pdf) as an attachment.

A confidential PitchBook corporate profile of Palantir — generated for Richard Kahn — exists within Epstein's files. It explicitly lists Peter Thiel as Chairman & Co-Founder, including board composition, investor information, and financial data.
Email from Richard Kahn to Epstein: "If you have a positive view on Palantir, there is a route for David (David Fiszel) to acquire shares at a 50% discount to market price."
Thiel-Related Confidential Investment Documents (Undated)
EFTA00591045, EFTA00609489, EFTA00810400: Private Placement Memoranda for Valar Ventures (Thiel-affiliated VC) and Founders Fund (Thiel-affiliated PE) exist within Epstein's files.
"Peter Thiel is not a member of the investment committee, but holds 20% of the General Partnership and retains certain veto rights." — Why confidential investment documents for Thiel-affiliated funds exist in Epstein's files remains unexplained.

Part III: The Surveillance Technology Lineage — Palantir → Clearview AI
An FBI internal document states: "Clearview AI was founded in 2017 with capital from PayPal and Palantir billionaire Peter Thiel."

Clearview AI holds facial recognition and large-scale image database technology, and is known for contracts with U.S. and European law enforcement agencies. The company has also attempted to enter the Japanese market.
Palantir CTO Shyam Sankar appeared at a Hudson Institute symposium to discuss "building a U.S.-led international order to counter the authoritarian state alliance (Russia, Iran, North Korea, China)."

Part IV: Expansion into Japan — Digital Agency, Ministry of Defense, and Noto
Palantir Technologies registers on Japan's Information System Security Management and Assessment Program (ISMAP), establishing the legal framework for procurement by Japanese national and local government agencies. (Source: ISMAP official registered services list, Digital Agency)
SOMPO Holdings announces a strategic partnership with Palantir for medical and nursing care data analytics. The Ministry of Defense begins reported contract discussions with Palantir regarding defense data utilization.
Multiple outlets report that the Digital Agency has begun piloting a Palantir Foundry-based data integration platform.
The Noto Peninsula Earthquake strikes (maximum seismic intensity: 7). Severe damage centered on Ishikawa Prefecture.
The NPA deploys approximately 1,000 security cameras to the disaster zone, funded by approximately ¥135 million in reserve funds. This occurred while distribution of food and water relief supplies had not yet caught up with demand. Multiple news reports and municipal documents indicate Palantir Foundry served as a disaster data integration platform.
Takahiro Anno's Team Mirail runs in the Tokyo gubernatorial election (), advocating governance reform through digital technology and AI. Reported connections between Team Mirail and multiple Silicon Valley investor networks, with suggested links to Thiel-affiliated investors and advisors. (Note: direct evidence remains limited — see Part V.)
Peter Thiel visited Japan's Prime Minister's Official Residence and was received by Prime Minister Sanae Takaichi. Meeting duration: approximately 25 minutes. The Prime Minister's Office announced: "An exchange of views on the current state and prospects of advanced technology sectors in Japan and the United States — a very meaningful occasion." However, Deputy Chief Cabinet Secretary Kei Sato told reporters: "We will refrain from commenting on the circumstances and content of the meeting due to our relationship with the other party."
The circumstances and content of the meeting are not public. Why Thiel visited Japan at this moment and met the Prime Minister at the Official Residence has not been officially explained.

On timing: This meeting took place just two weeks before Prime Minister Takaichi was scheduled to hold a Japan-U.S. summit with President Trump (). Thiel is understood to hold strong influence over the Trump administration, and has been described as a "shadow president" in Japanese media.
On context: Palantir has already built Japan's disaster victim database, piloted Foundry at the Digital Agency, and deepened its relationship with the Ministry of Defense. Noto's 1,006 surveillance cameras have not been removed. The Takaichi administration announced in a "Policy to Expand Private-Sector Utilization of Government-Held Data," pushing to expand exceptions to consent requirements for provision of personal data to AI.
Part V: "Team Mirail" and the Thiel Network
- Takahiro Anno is associated with Y Combinator (YC)-affiliated startups and has connections to Silicon Valley technology policy circles.
- In Palantir's Japan expansion, contact with political and policy stakeholders advocating for digital government advancement has been reported.
- Thiel has a documented track record of investing in Japanese startups through YC-related networks (Founders Fund, Valar Ventures) — investment network breadth is visible through documents such as EFTA00591045.
No publicly available primary sources confirming that Thiel has directly engaged with Team Mirail or digital/AI policy in Japan have been identified at the time of writing. Information suggesting a connection is primarily circumstantial (shared networks, shared policy direction), and no documents establishing direct funding or a chain of instruction have been confirmed.

March 5, 2026 — A Fact That Must Be Added at the Close
This meeting took place just two weeks before Prime Minister Takaichi was scheduled to hold a Japan-U.S. summit with President Trump (). Thiel is understood to hold strong influence over the Trump administration. In other words, this 25-minute meeting was not a routine courtesy call — it carries the structure of a Trump confidant arriving in Japan with AI and defense technology agenda items, just before the Japan-U.S. summit.
"25 minutes" is long for a courtesy visit. Even official meetings between foreign heads of state can conclude in 15–20 minutes. As the Epstein federal documents show, Thiel was someone who devoted multiple hours per year — including full meals — to meetings with Epstein. The same individual now received 25 minutes from Japan's Prime Minister.
Content: not public. But add context — Palantir has already built Japan's disaster victim database, piloted Foundry at the Digital Agency, and deepened its relationship with the Ministry of Defense. Noto's 1,006 surveillance cameras have not been removed.
The fact that all of these developments are advancing around the same person, in the same direction, can be confirmed.
What Jeffrey Epstein's associates shared in common went beyond a business network — it was the accumulation of information. Access to law enforcement, investment intelligence, diplomatic channels, and technology infrastructure converged through Epstein.
Thiel maintained regular contact with Epstein over seven years, shared investment information on his own company, and had confidential investment documents left in Epstein's files. And now, that same Thiel spent 25 minutes with Japan's sitting Prime Minister at the Official Residence.
A system built "to help" and a system built "to surveil" rest on the same data platform. The origin of that platform, the history of its architects, and who those architects have met with — these are matters of public concern.
What is needed to answer these questions is not speculation. It is further disclosure and verification.
